Getting Subsidised Dental Treatments

You can use your CHAS (Orange,Blue), Mederka Generation (MG), Pioneer Generation (PG) Card to get your dental treatments subsidised. Our friendly clinic staff will assist you with the application for subsidised treatments during your visit. However, please be noted that subsidised amount varies depending on the kinds of card that you are holding on to.

What is CHAS, PG & PA?

The Community Health Assist Scheme (CHAS) enables Singapore Citizens from lower- and middle-income households to receive subsidies for medical and dental care at participating General Practitioners (GPs) and dental clinics near their home.

The Government has introduced the Pioneer Generation (PG) Package to honour and thank our Pioneers for their hard work and dedication. They have made Singapore what it is today. About ​​​450,000 Singaporeans will benefit from the Pioneer Generation Package. The package will help Pioneers reduce their healthcare costs for life.

If you cannot work because of old age, illness, disability or family circumstances, you can rely on a long-term grant from Public Assistance(PA). The scheme offers free treatment in all polyclinics and government/restructured hospitals, GP and CHAS dental clinics, and intermediate and long-term care service providers run by VWOs (Voluntary Welfare Organisations) or private nursing homes under the portable subsidy scheme (which means the private nursing homes have set aside beds for patients using MOH subsidies).You can also use the grant for your family’s school-related fees, and for basic living expenses.

How do I qualify and apply for CHAS card?

Eligibility

To qualify for CHAS, applicants must be Singapore Citizens and meet the following criteria:

  • For households with income, the household monthly income per person must be $1,800 and below.
  • For households with no income, the Annual Value (AV) of home must be $21,000 and below.

Household monthly income per person is the total gross household monthly income divided by total number of family members living together. Gross monthly income refers to your basic income, overtime pay, allowances, cash awards, commissions and bonuses.

The AV of your home is the estimated annual rent if it is rented out. It is assessed by IRAS. An AV up to $21,000 covers all HDB flats and some lower-value private residences.

Singapore Citizens who have the Public Assistance (PA) card do not need to apply for CHAS, as they can already receive full CHAS subsidies by showing the PA card.

Application

Pick up a CHAS application form at any Community Centre or Club (CC), Community Development Council (CDC), Public Hospital or Polyclinic or download the application form here.

Family members (living in the same NRIC address) only need to submit one application form. The form should be submitted with supporting documents (if any) 1.

Parents or legal guardians will need to give consent by signing on the application form on behalf of their family members who are below 21 years old. For family members who are mentally incapacitated, the appointed donee(s) or deputy(s) can sign on their behalf. In the event consent has been provided on behalf of any family member(s), additional supporting documents may be required. By signing up for CHAS, you are giving your consents for data sharing between Ministry of Health (MOH) and its partners. Please send the completed and signed application form to P.O. Box 680, Bukit Merah Central Post Office, Singapore 911536. Applications will be processed within 15 working days from the date of receipt of the completed application form with all supporting documents.

Successful applicants will receive either a  blue or orange Health Assist card, depending on the subsidy tier they are eligible for. All eligible family members (living at the same address, as included in the application) will receive their individual Health Assist card.

Successful applicants will be sent a welcome pack which will include information on the use of the card and a list of participating CHAS clinics to help them decide which clinic is most conveniently located for them.

Health Assist cards typically have a validity period of two years unless otherwise indicated on the card.

Health Assist cardholders are encouraged to visit the same family doctor each time they are unwell so that the doctor is familiar with their personal and family’s medical history. This will enable their doctors to effectively and holistically manage their medical conditions.

How do I apply for PG (Pioneer Generation) Card?

The Government has introduced the Pioneer Generation Package to honour and thank our Pioneers for their hard work and dedication. They have made Singapore what it is today. About 450,000 Singaporeans will benefit from the Pioneer Generation Package.​​​​ The package will help Pioneers reduce their healthcare costs for life.

Eligibility

Living Singapore Citizens who meet 2 criteria:

  1. a. Aged 16 and above in 1965 – this means:
    • Born on or before 31 December 1949​
    • Aged 65 and above in 2014

and​​​

  1. b. Obtained citizenship on or before 31 December 1986.

Those eligible for the Pioneer Generation Package would have received a notification letter in June 2014. Please keep your NRIC address updated.

What kind of dental treatment is subsidized for CHAS- Blue, orange and PG?

Do call our clinic to find out the how much subsidy you can claim for your dental treatment and how much do you need to top up. Please note that any entitled subsidy not claim at the end of the year will be forfeited by the government.

Are there any limits on the number of treatments I can do?

Yes. Please refer to the following:

  • Crown: Up to 4 per calendar year
  • Denture: Up to 1 upper and 1 lower per 3 calendar years
  • Extraction: Up to 4 per calendar year
  • Filling: Up to 6 per calendar year
  • Polishing: Up to 2 per calendar year
  • Root canal treatment: Up to 2 per calendar year
  • Scaling: Up to 2 per calendar year
  • Topical Fluoride: Up to 2 per calendar year
  • X-ray: Up to 6 per calendar year

I did not bring my CHAS/Pioneer card. Am I still entitled to the subsidy?

Yes, you can. As long as you have your NRIC with you and we can verify your details on CHAS website.

Can I use my family’s or friend’s CHAS/Pioneer card for subsidy?

No. The card is non-transferable.

To get help from the Public Assistance scheme:

Nationality – You must be a Singapore citizen or Permanent Resident.

Income – You must not have a stable income.​

Unable to Work – You must be unable to work because of old age, illness or family circumstances.
